Which Novato Records Are Open

Novato public records do not sit in one city database. Each row marks the main custodian, the known online reach, and the next access channel. An index is a list that helps identify a record. It is not always the record image or an official copy. A custodian is the office responsible for keeping and releasing a record under the law that applies to it.

Vital certificates, voter files, sealed court matters, juvenile files, and protected addresses follow narrower rules. A public index also may omit confidential fields. California law can require redaction of account numbers, victim details, medical facts, and other protected data before release.

Novato Records Cross City Lines

Custodian geography is the key local fact. Novato City Hall keeps records about city action, such as council papers, business licenses, permits, code matters, and city police reports. Deeds, assessments, superior court files, county jail data, elections, and county vital records are Marin County functions. Those desks are centered in San Rafael, not at Novato City Hall.

An address near Black Point, Green Point, Bel Marin Keys, Hamilton, or another edge area can also create city-versus-county confusion. MarinMap helps confirm the parcel and its geography before a request goes to the wrong agency. City permits may describe work at a site while the county recorder holds its ownership documents. The records complement one another, but neither office can release files held by the other.

Accessing Novato Recorder Records

The Marin Recorder official-records service provides the core name index for Novato deeds, liens, reconveyances, easements, and other recorded instruments. Its Grantor-Grantee Index runs from 1973 to the present. A grantor transfers an interest; a grantee receives one. Search results can establish that a document was recorded, but the index should not be treated as a certified copy of the document.

The 1973 start date creates a real access line. Older deed chains may require the recorder counter, archived books or film, the library, FamilySearch, or a historical collection. The Recorder is at 3501 Civic Center Drive, Suite 232, San Rafael, and is open Monday through Friday from 9 a.m. to 4 p.m. The office phone is 415-473-6092. Office help matters when a spelling varies, a document does not appear online, or the chain began before the web index.

Novato Court Records Cutover

The Superior Court of California, County of Marin, handles Novato trial-court matters. Its eCourt overview confirms case and calendar searches. Public case results can show party information and future events. Calendar filters can narrow by date, case type, and courtroom. Access to documents is more limited and may depend on whether the user is a party, attorney, or justice partner.

Date controls the route. The Public Portal covers cases, proceedings, hearings, and other matters filed, set, scheduled, or issued after June 20, 2023. Older criminal electronic records remain in EJUS. A search that crosses that date may need both systems or help from the clerk. The Court Records and Exhibits office is the fallback for viewing or copying public files and obtaining records that the web portal does not supply.

Juvenile, adoption, sealed, and confidential material is not open merely because a case exists. A docket is the court's running list of filings and events. It may confirm a public case without giving access to every document inside it.

Novato Property Records by APN

Marin property systems work best once the Assessor Parcel Number, or APN, is known. The Assessor Records and Maps search is the official entry point for parcel records and map books. The public material confirms parcel-number and map-book searches, but it does not confirm an owner-name search. Avoid assuming that a name field exists.

The live assessor entry page shows the legal disclaimer that precedes a search. Its warning matters because property traits are kept for assessment and are not continuously updated.

Use the assessor data as one dated source, then check the recorder, tax bill, GIS, and city permit trail for the part of the record each office controls.

The county address lookup accepts an address in STREET, CITY form or an APN in 999-999-99 form, including leading zeros. Vacant parcels require the APN. The tax-bill service also requires the APN. Online card payments carry a 2.35 percent processor fee with a $1.49 minimum, while e-check is free. That charge is a payment fee, not a fee to view every public parcel record.

Novato Vital Records Access Rules

For a birth or death in Marin County, the correct keeper depends on age and purpose. Marin Vital Statistics holds current-year and prior-year birth and death records, while the Recorder states that its Marin holdings begin in the 1850s. Events from the last six weeks go through Vital Statistics. Statewide requests can go through the California Department of Public Health.

Health and Safety Code section 103526 separates authorized from informational certified copies. Authorized birth, death, and nonconfidential marriage copies require a qualifying relationship or role. Mail and online requests need a sworn, notarized statement. Other requesters may obtain informational birth, death, or public marriage copies marked as not valid for identity. Confidential marriage copies are limited to the parties unless another law authorizes release.

Marin accepts birth and death requests in person, by mail, or through its named online vendor, but not by phone or email. The 2026 fee is $31 per birth copy and $26 per death copy. The full fee remains due even if no birth record is found. A divorce certificate from CDPH is different from the full court file held by Marin Superior Court.

Novato Permit Records Changed in 2025

The Novato Online Records Library links agendas, minutes, resolutions, ordinances, police records, business licenses, permits, code enforcement, and the city request portal. Not all city records are digitized. When the library lacks a file, the city's GovQA request portal is the formal fallback.

Permit access changed on October 1, 2025, when the city moved to Novato Permits. That portal covers Building, Planning, and Public Works applications, inspections, code-enforcement requests, and payments. An account is required to apply online. Older permit history or a file missing from the new system may still require a city request. Police report requests use a separate route: email nrecords@novato.org or call 415-897-4361. The Police Records office is open Monday through Thursday, 8 a.m. to 5 p.m.

Note: Permit and code files may contain redactions even when the project address and basic city action remain public.

Novato Public Records Custodians

Several high-use county desks share the Marin Civic Center campus in San Rafael. A planned visit can combine recorder, clerk, tax, election, and local-history work, though hours and document needs should be checked first. The city and court keep separate channels.

The Recorder and County Clerk publish weekday counter hours, while court access varies by file and service. Call the responsible desk before bringing a copy request, identity document, or payment method to San Rafael.

Novato Business Owner Records

A city business license and a county fictitious business name filing answer different questions. Novato's license search covers businesses operating under city licensing and supports business name, address, type, or account number. The Marin FBN index can reveal the true owner behind a trade name. FBN filings remain valid for five years unless the facts change, and the county permits partial owner-last-name searches.

The county FBN index is useful when a storefront name does not name its proprietor. California's bizfile search and professional-license boards can then confirm an entity, agent, license status, or filing history. Those state tools do not replace the local license or county FBN record.

Novato Jail and Police Records

The Marin County Public Booking Log is the local custody lookup for people booked into the county jail. It shows public data for arrests in the last 48 hours when the person remains in custody, plus the full current inmate list at the time of search. A last name is the captured search field. Bail shown online may be approximate, so exact bail and current custody facts should be checked with the jail at 415-473-6653.

This log is not a complete criminal-history file. State prison custody uses California's CIRIS search, and the public offender registry shows only people and offenses that California law permits it to disclose. Novato Police incident or crime reports follow the city request channel. Exempt investigative facts, juvenile data, and victim or witness details may be withheld or redacted.

Privacy Limits on Novato Records

Open records still have boundaries. Safe at Home lets eligible California participants use a substitute mailing address with state, county, and city agencies. It also offers confidential voter registration. The program works prospectively and does not erase old public documents. A protected address should not be republished or used to track, intimidate, or contact a participant.

Voter registration data is purpose-limited and is not a casual public list. Driver license numbers, Social Security numbers, signatures, confidential voters, and protected participants are withheld. Sealed court cases, adoption files, juvenile records, confidential marriages, and parts of police files also remain closed or redacted under their own laws. Novato Heir Records in Practice

An heir search shows why no single portal is enough. A death certificate can confirm the event and key facts. An obituary may identify relatives. A probate docket can name a personal representative or heirs when the case is public. Deeds and tax records can connect the estate to real property. Each part comes from a different custodian and carries its own access rule.

For an older Novato family, the trail may predate the city's 1960 incorporation and the recorder's 1973 online index. The next channels are the recorder counter, court archives, and the Anne T. Kent California Room. Library and museum materials can bridge gaps with maps, surveys, news files, photos, and local history. They provide context, not certified proof, so a legal estate matter should return to the official certificate, court file, or recorded instrument.

Note: Some California Room materials are stored offsite and need 24 to 48 hours of advance notice for retrieval.

Requesting Novato Public Records

The California Public Records Act, Government Code section 7920.000 and following, governs many city and county agency files. Under Government Code section 7922.535, an agency generally has 10 days to decide whether it holds disclosable records and to tell the requester its decision and reasons. That is a determination deadline, not a promise that every record will be produced in 10 days. Written notice may extend the decision by no more than 14 days for listed unusual circumstances.

1. Name the custodian. Choose the city, county office, court, or state agency that created or keeps the file.
2. Check the official index. Use the records library, recorder, court, assessor, booking, or other dedicated portal before filing a broad request.
3. Describe existing records. Give a date range, subject, address, case or parcel number, and known names. Ask for identifiable files, not answers to general questions.
4. Use the correct channel. Send city requests through GovQA and county requests through Marin County NextRequest. Use the separate forms and clerk channels for courts and vital records.
5. Review the response. Pay lawful copy or certification charges when needed. If records are withheld, ask for the cited exemption and consider narrowing an overbroad request.

That archive can save time, but an older response should be checked against the current custodian when fresh or certified records are needed.
